Oakland tied for second place with Maryland’s Anne Arundel County among counties with populations of more than 500,000. San Diego County came out on top in the annual ranking of 3,000 U.S. county governments.The counties were evaluated on more than 100 criteria including infrastructure, data delivery and governance models.
